Site Waste Management Plans : SWMP's
As from 6th April 2008 SWMP's will be mandatory for any project worth £300,000 or over excluding VAT.
What is it?
It is a plan to design out waste during design and reduce waste on site with any residual waste being recycled. Primary aims are to reduce the amount of waste that industry produces and reduce fly tipping.
The SWMP must be developed prior to work commencing on site, most probably by the project team.
It must include forecasts for the Type and Amount of waste generated focusing on Key Waste Products and must identify what will happen with the waste.
Principal contractor must ensure co-ordination.
Must be periodically reviewed to say what has actually happened with the waste. In order for this to be efficiently done a record must be kept of who is removing the waste from site.
Review
Within 3 months of practical completion. It must also be kept by the principal contractor at their head office or at the site of the project for 2 years after completion.
Benefits
> Aid in meeting the requirements of the Sustainable homes code and ISO14001 (Environmental Management System)
> Comply with possible further legislation.
> Possible differentiation criteria in order for contractors to develop competitive advantage.
> Save Money (reducing waste disposal costs and reducing material costs through reuse)
Enforceable by the Environmental Agency and Local Authority. Maximum penalty £50,000 but there is a Fixed Penalty Notice of £300 .
